Better? My fair lady, there is no true ‘Better’ as far as class mechanics should or would go. Blizzard takes a lot of time and (I would assume) pride in balancing its various classes and specs for their intended purposes. The purpose of Holy is to heal away damage, and the purpose of Discipline is to keep damage from happening so that it doesn’t need to be healed away.
This taken into account, which is ‘Better’ only really matters for itemization, which, as it would seem, Holy got the sweeter deal on. The Priest Tier bonuses for Priest Healing seems tuned this way, with Tier 9 2 piece increasing Prayer of Mending healing by +20% (Holy Group Heal) and the 4 piece bonus helping out the Empowered Renew, a talent only available to late-tree Holy speccd priests. The buff to Divine Aegis seems to be more tacked on than anything. This also carries over to the Tier 10 Armor, 2 piece bonus there being a healing increase for Flash Heal and the 4 piece bonuses adding +10% healing for Circle of healing (Again, a Holy School AoE) And +5% absorption for the Disc Bubble, which, while no small number, still only seems there for a service to those Priests still sticking faithfully to the Discipline Tree.
All said and done, when the day is over, any player that knows their class is still better than someone in all epic gear who doesn’t. But for two players (Priests, one Disc and one Holy) in identical Tier gear at the same skill level, Blizzard favors the latter, the gear bonuses seeming more pointed to help them out then the diligent Priests holding fast to the beloved Disc tree.
